they bloat the production budgets intentionally. James Cameron said Avatar 2 needed to break $2 billion to break even. no way you can believe them with these crazy production budgets they report so that they can avoid showing profit and paying back film subsidies or paying taxes. They have shell companies that they pay throughout the entire productions that they inflate the costs for so they can try to zero out any potential profits.

Was it IB Freeman who hated this plan when it was in play for Louisiana? Man, he was right, and I'll admit I was on the other side and was wrong - these things do not pay back.
Funny, I was in the room with some policy makers at the time just listening because i was involved with a few of the budgeting units for state strategic spending - and the pro-film data was pretty compelling.

Crazy production budgets? Are you insane? A typical blockbuster is $250mm-270mm. That is normal and has been for a very, very long time
Of your hugely false example here, they say it’s TENS OF MILLIONS off
so instead of $300mm, it was $250mm at worst.
And yes, tax credits are a thing, but why are you trying to make it sound like every film gets a billion or even a sizable portion of that entire amount?
