Desert Heat (1999), Jean-Claude Van Damme.
I promise you won’t regret seeing it but will nonetheless appreciate the wtf factor. It’s like a somewhat normal action movie will all kinds of random quasi-cool shite thrown in as well as some great cliches.

Are you going with the OPs request for really bad movies or are you going with more logical interpretation of the thread title and saying these are low-budget movies worth watching because they're good? On Deadly Ground - Steven Seagal. It's actually a high budget movie but does not look like it. I'm sure Michael Cain regrets selling out to be in this turd. It's so bad that it's hard to turn away from it.
