Tough one but let us put them to the supreme test.
Foster and Hunter have shown bush on screen. Even in the low budget sex thriller that Bullock starred in she insisted on having her hair cover her titties. Bullock is clearly in last place here.
Also Emma Thompson has done her share of comedies. Check out the excellent "The Tall Guy" (she shows her boobs) and the criminally under rated "Peter's Friends".

Whomever mentioned Frances McDormand makes a great point too. Hunter and she in Raising Arizona were great and she also has Fargo and 3 Billboards to boot.
She's 62 years old and she has 67 credits to her name.
She's won all the big time awards too.
McDormand could have been included and probably should have been included.

Honestly, I'd have to put Hunter at the top, based on her body of work.
She's very highly regarded in the industry. Not quite in Sissy Spacek territory, but not too terribly far behind.
I might give Foster the edge over Bullock, but barely.

As an "actress", I would think she is the best of the category. Now, she leans comedy (which makes sense), but, frankly, comedy is harder.
Those impressed with Meryl Streep, with all due respect, any competent actress can do a Sophie's Choice. It is much harder to deliver an Oscar-worthy performance like McDormand's in Fargo or Tomei's in My Cousin Vinny, IMHO.

Jodie was clearly the best actress out of the three at her peak but she's really declined as an actress over the past 25 years or so. I really haven't liked any of her recent performances. She was downright terrible in Elysium. Holly Hunter's the best actress overall when you factor in prime and career. She's been consistently good in all of her projects over the past 30 years or so.
