The evil mastermind part (assuming Sith) falls apart as well because that would mean there would be 3 sith at once, while at the end of the 1st movie, they blatantly say that cannot be the case. Ummm... that would mean, by definition, he's not a Sith, as he does not have Force powers. He could just be evil.

See, and I explicitly rejected that part of it. I think he can be an evil mastermind without being involved in any of the Force mumbo jumbo. He can just be a shrewd politician aligned with Palpatine.

Also I looked up the rule of two and pretty much every Sith hated the rule and broke it constantly. It's not some unbreakable plot point

Yea, but you also have to take the EU stuff with a grain of salt. As far as movies go, the rule of 2 is law. The movie makes sure you know that. There is no point bringing it up otherwise.

I don't know if I buy this but damn that would've been an incredible twist to have Jar-Jar come out of nowhere and reveal himself in a battle with Yoda.

While I don't think this is legit, it certainly provokes some thought. It seems completely silly, but the more you try to discount or prove it wrong, the more circumstancial evidence pops up that could actually support it.
Jar Jar definitely pops into every relevant scene that shapes the SW galaxy as we know it, and he often is providing at least subtle momentum to move things to Palpatine's control/ the "Dark Side".
Most of all, it's able to fit; all you would need would be to add in a history of Binks and Palpatine knowing each other prior to Palpatine's rise to power. There's nothing that would contradict that, and then the rest actually works. Binks and Palpatine would be the 2 "real" Sith, who move and shape things at the strategic level, and Maul/Dooku/Grevious/Vader are just powerful pawns who are used, but replaceable.
If you go with this, then almost any and all remnants of the Jedi are gone by the time Vader and Yoda die, and Luke is a powerful but only partially trained Force user, who could be vulnerable to the subversions of an apparently idiotic (but truly extremely evil and skilled) Binks. And this time, you don't have even the slightest hint of an order that could resist them, within the Force.

Zero chance they'll take that kind of risk at this point, as soon as Jar Jar comes out, everyone is instantly turned off

It isnt law. The Jedi were shown to be arrogant and ignorant enough that their knowledge of the Sith ended up being very faulty. They misinterpreted the prophecy of Anakin bringing balance to the Force as him killing off the Sith when in reality he brought it by ending the Jedi's supreme reign.
The idea of "there can only be 2" could easily be nothing more than a Sith lie used to hide their true numbers.
