Seems to be, since he killed shelob and fought a good number of orcs.

Merry was definitely no slouch. He stabbed the Witch-King of Angmar in the back of the knee with a Barrow blade.

Shelob stabbed herself on Sting by basically sitting on the blade. Sam did a good job holding it though.

Sam is a loser, Merry and Pippen teamed up with a herd of tree people to completely obliterate a massive enemy stronghold.

In the book it’s definitely Pippin. In the movie, it implies probably Merry
