They're all despicable shits in their own way...and I'm sure there are 20 more if I gave it any thought...
at the end of the day, Joffrey is a ridiculous little shite but he's also just a punk privileged kid born of incest who's father didn't like him, who got imasculated in front of his betrothed and who got a taste of power well before he was ready.

I didn't ask for any other ASoFaI characters (and I can safely conclude that pretty much all of those aren't worse than Joffrey, especially Theon), I said besides anyone from ASoFaI, as in take them out of the equation.

But Roose Bolton's bastard is at least sadistically competent. He lets the girls go out into the woods and then hunts them down with dogs. There is a competence involved in this activity that Joffrey lacks. It isn't enough to be evil it is also about being evil and incompetent at life.
