That's an interesting way to describe what I've observed, but I think it's by direction.
A lot of the characters do the same. I think they think it adds "realism" to have them fumbling/pausing/choosing their words. The opposite end of the spectrum is something like the Newsroom, where Aaron Sorkin has people talking perfectly in rapid fire succession with almost not break between responses.
Truth is in the middle somewhere.
