They missed an opportunity after he used the gauntlet. Using the gauntlet and the bombing from Thanos should have triggered a savage mad Hulk that busts out of the rubble just in time for the final battle.

That actor played Gargan in a post credit scene when Toomes went to prison. He wasn’t Scorpion in that movie.

he was the character in the actual movie as well. Gargan was the buyer that Vulture met with on the ferry leading to a big spider man fight scene. He had the scorpion tattoo on his neck.

If they hadn't turned Hulk into Soy-Hulk they could have made a bajillion dollars setting up a Maestro storyline

Disney still doesn't have the rights to make a stand-alone Hulk movie or show.

Also, why couldn't they still do an alternate time-line Hulk who's a villain? That would still fit into the current MCU wheelhouse. RDJ is returning as a villain. Previous performance does not equal future performance in the mcu right now.

Maestro was primarily a storyline from the Hulk comics; he would mostly be a Hulk villain - which might be a bit surreal and confusing for casual fans.

WWH would have been better if you wanted a villain Hulk... but you would need to have a different catalyst than Hulk gaining his freedom on Sakaar and then it being destroyed.

That being said, either storyline would require the Hulk - to some extent - to be the intelligent villain. That might be a hard sell for an entire movie (as opposed to him just rampaging for a bit and the team having to calm him down or get him away from the situation, like in Avengers, Age of Ultron, and Ragnarok).
