I mean the Feds have bailed out other industries during the shutdown. And the President has specifically asked for certain industries (i.e. air travel, farmers) to be bailed out. Some larger companies also took advantage of the Small Business Loan Program.
They seemed pretty willing for some sectors. So I'm not sure why you're shocked that theaters are asking about their potential piece of the pie.

When Regal ( not a small business ) shuts down all its screens in the USA , why do you think I need to spell it out that I'm talking about major chains, and *not* single theatres who may be privately owned?

Not every government. The Federal Government did not shut them down, the individual states did.

The Federal Government provided phased guidance on keeping things shutdown and re-opening. Yes, they actively participated in the shutdown.
In their plan released in March, it specifically said "Listen to and follow the directions of your State and Local Authorities". It specifically told people not to go to work if sick, not to have social gatherings, avoid eating at bars/restaurants, and avoid discretionary travel.
Opening Up America Again Plan
Some states may have gone further then the guidance, but the Federal Government shutdown back in March and encouraged others to shutdown. Yes, they helped shut the country down.

Affects big chains significantly when they all close down. A few random smaller screens, less so, but if Hollywood isn't releasing new movies, shutting down productions, at least the smaller screens might have a chance to show older movies.
Why are you trying to bury the lead ? You seem focused on minutia of a side issue that barely is a part of this discussion.

It was the shut downs that tanked the economy. The state and local governments initiated those shut downs. Let them bail out the local businesses. The feds should under no circumstances bail out state and local governments for their malfeasance. If that means their unemployment insurance programs go bankrupt and their governments collapse then good. Let that be a lesson for them that the feds don’t exist to fill in the holes they dig for themselves.

Maybe if we actually had a proper plan for the shut downs and a proper bail out plan to prevent said collapse we wouldn't be here and don't go acting like the shut down wasn't nesscary because it was only America could frick it up so much though
