No, but I guess the half northern blood would break the Targaryean incest dynasty if we are talking about pure bloodline being the wheel. I just don't think that would constitute breaking the wheel, esp if Jon dies and leave Dany and the heir.
It still puts a full Targ on the throne and the heir is a Targ, even though there is 1/4 Stark blood in him.
Now if Dany dies and Jon sits on it, with the heir from those two, then that would be closer to breaking it.
