If Tywin sent it why wouldn't he put Tommen's name on it? Robert was two kings ago, but if Tommen signed it then it seems like his spying was still going on much later than he claimed.

Thinking back to the first season, wasn't there a scene where Jorah gets a letter from one of the couriers, and then he immediately stops the wine seller from poisoning Dany?
If that was a pardon, I guess they did re-send it.

If I remember correctly, not very long ago Tywin asked if Varys' little birds could make it to Meereen. Looks like they did.

Good point, just seems strange to me that Tywin would keep Robert's name on it. Maybe to imply that he was pardoned for giving them info leading to the assassination attempt.

If I remember correctly Jorah received that pardon in season 1 but kept it a secret. I'm not positive but I believe Tywin sent the same pardon (duplicate if you will) so Barriston and Dany would know about it.

They made a point to say that Barristan never went to small council meetings, I think. Maybe Martin did that just to close that plot hole.

Perhaps because Jorah would grow suspicious if the pardon had the new kings name on it.

I'm pretty sure Tywin asked someone in the council meeting to write a letter and the pardon is probably a copy of the first one.

I can definitely see Baelish thinking he's about to get some Sansa sex...only to get stabbed. He may even be pleased with her as he is dying. Taught her well.

Varys referenced a notable weakness of LF's in season two, I wonder if Sansa was it.

What?
The whole reason he kept his name on it is because it was a pardon signed by Robert. Which shows that he was spying on her from the beginning. It wasn't made up it was the real deal. A deal he had worked out in the past. Nothing to do with Tommen.
Tywin sent this to them just to divide their leaders.
