Since you like "top billing":
The four main characters are Obi-Wan (white), Vader/Anakin (white), Leia (white), and Reva (black). That's 75% white, 25% "underrepresented"
Their guidelines quite literally show that she had to be added because, if not, it would not reach the 50% that they mandate. And the 50% has to be regular and recurring so she had to be a major part of the show. By their words in the "Series Premise" section, she had to be "meaningfully integrated into overall themes and narratives". Sung Kang would be the only other "underrepresented" actor that would help qualify but his character falls more into the secondary character slot (section A3).
So yeah, regardless of what their original script was (your response intended to change direction) the answer is that they couldn't find another way to add the character because their own guidelines dictate that they can't just sideline her.
