I don't see the point in making a movie only to shelve it, unless it's completely terrible—so why make it in the first place?

In Bat Girl's case, I believe the movie was supposed to be ostensibly awful.
In this one, I think they were wanting a sacrificial lamb to offset other profits.

I only watched this about 5 or 6 years on Sat morning. I always wondered if Roadrunner ever got that elusive win....
