I haven’t read any comics.
I thought red skull and ego were really good. There wasn’t much development with red skull but I think he was played well and his role made sense. Ego was even better. Why is he a problem?

They've had pretty poor villains for sure. To be fair, though, the best Marvel villains are all Spider-Man, X-Men, or Fantastic Four properties. I'm kind of surprised they've made it this far without Magneto, Dr. Doom, Galactus, Silver Surfer, Brotherhood of Evil Mutants, Apocalypse, Mr. Sinister, etc etc etc.
It's unfortunate that they won't be able to use all of the top tier Spider-Man villains.

To be fair, those tiers are just my opinion.
That's the disconnect between our opinions.
Red Skull was presented as almost a parody of a super villain (again in my opinion) and Ego wasn't Ego. They could have had basically the same movie if they had made Kurt Russell's character J'son of Spartax (Peter's dad from the comics) and not shite on Ego like that.

You have a very forgiving Tier 2. I'd leave Ronan and Hela there and move the rest down. Also, move Ultron and Whiplash up to 2 (just based on entertainment value).
Thanos is on the bubble. He doesn't have the perfect motivations that Loki and Vulture have.

I'd put Ultron in his own tier. That was a laughably bad villain. He was menacing in the trailers, but a complete joke in the film.

regarding Marvel villains-

Loki has been cool.
Bucky was cool when he was paired up with Pierce (Redford).
Red Skull was a parody, but I think that fit the tone of Captain America (really, both characters are just embodiments of their respective WW2 nations).
Hela from Ragnarok- she had potential, if they'd have been able to do a run like Loki she improves.
Dormammu- really fascinating attempt, probably one of the few times you see them go for "that's just beyond comprehension". There's really no way anyone 'beats' him, Strange had to annoy him to make him go away.
Vulture was good, yeah.

Zemo won, but it was the irony of some random guy from the office being the most powerful supervillain. At the end of the day, he was still just some guy.
