NK knows where Bran is at all times. Bran stated that last episode. He doesn’t have to bait him in with ravens.

My only guess is that he was “documenting” the battle from above. Like he mentioned last episode the NK wanted to rid the world of its history and humanity, so part of his job is writing that history

4th episode in season 7 Bran didn’t want the valaryian steel blade given to him by little fingers and gave it to Arya instead. And guess what happened? She used it to kill the Night King. It was all planned!!!!

Well it's not like Bran hasn't taken shape into a direwolf before to help out Jon when he was fighting wildlings outside a tower. So he is not restricted to just passive animals and being a neutral watch. Also the dynamic that a wheelchair boy is able to become the most powerful creature in the show has a special feel that I think the writers would use it
