Since Gillian was a young tom boy - not yet introduced to the Commodore - and Tommy is/was Gillian's son, I don't think Tommy would have been born at all when the events of this episode occurred.

Tommy should be about 14. He was 3 at the beginning of the show in 1920. I'm pretty sure it's 1931 now. I don't think the kid is Tommy. He looks too old to be 14, but I could be wrong. I think he's just a person that seems to be similar to Nucky at that age when he says he's "trying to get ahead".

I guess now that Chicago is done we get 2 full hours of all Atlantic City happenings. Even with that I have no clue how they will wrap that up neatly
