What’s the more iconic line?
“Hello, Clarice”
Or
“Here’s Johnny!”

never for one second believed Jody Foster was a real agent on an actual investigation
Because she wasn’t.
She was a student sent to try and get Lector to agree to do a profile.
She was never involved with the Buffalo Bill investigation, till the very end. And that was just to interview an old land lady or boss of the first victim.

Her acting.

Her trainee portrayal was believable enough. The one line that seemed out of place was Lecter noting that “good nutrition has given you length of bone” when teasing her about being from the mines. That was straight from the book, where Starling was a lot taller than tiny Foster. What was Lecter expecting, a Pygmy?

I still can't believe Jodie Foster won an Oscar for Silence of the Lambs

Think of just two great one-on-one scenes we have in these movies. Clarice and Lector and the lambs vs. Jack and Grady in the bathroom. Both are just fantastic.
I give the slight edge to The Shining.

The Shining is a throwback movie - one Hitchcock could have made (up to a point), and almost functions as a homage to him by Kubrick - right down to the scream queen - Jack was really in the groove for the film. Obviously, Kubrick is a genius and that's what elevates the film to classic status. Kubrick's fastidious attention to detail and all the crazy things he was able to pull off with the film (like Danny - kid didn't know he was in a horror movie - Kubrick had him convinced it was a drama where his family lived in a hotel).
The slow pacing is about the biggest knock on the film and over time has added to the hypnotic, dreamy reputation it has.
On the other hand, Silence is just barely a horror film. It's a police procedural film married to a psychological film, with just a handful of horror elements around the edges, which is how it was able to pull off all the things it did.
Now - was Jonathan Demme a better filmmaker than Kubrick? Of course not (heck, for my money, I'd take his nephew, Ted, over Jonathan). Nothing else he did even came close - not even Philadelphia, which had some outstanding acting, but we all know why that was Oscar bait. But, for this comparison, Silence holds its own with The Shining, which is praise the late Demme would gladly take, I think, as Kubrick is one of the 2 or 3 best filmmakers to have ever lived.

I think you're putting far too much weight on the director being Kubrick. The Shining was a bad movie IMO, and Silence doesn't just hold its own with it, it wipes its arse with it. FFS, The Witch, which the board hates, is a good movie and much scarier than The Shining. For example, the few seconds the kids were writhing on the floor was infinitely more disturbing than Danny's entire screen time. The one thing Kubrick excelled at in The Shining was creating incredibly annoying characters that were a chore to endure; people always talk about the wife, but Danny was just as bad with his finger puppet and nails-on-the-chalkboard "Redrum," and Jack was at his hammy worst. The only good thing I can say about The Shining is that it yielded one good meme.

I think with The Shining, there were really intense moments and shocks. But Nicholson’s crazy man role brought in a “tongue in cheek” overplayed element that at times could be more laughable than menacing. Took some of the edge off for me.
Silence was intense from the start to finish, and both Buffalo Bill and especially Hannibal Lecter dripped menace in every scene.
For me the better film is Silence.

Mrs. Midnight agrees with you - fair to say it's her least favorite movie of any she's seen.

They're not really comparable, though, which was sort of my point. The Shining was a creeping psychological thriller, an early/mid-career King-style "horror" story - Kubrick was coming off Barry Lyndon so, it was more a stylistic approach and I do believe he was trying to capture the Psycho vibe.
Silence is a cop movie, but a horror movie breaks out in spots (sort of). Neither are in the traditional slasher/gore genres, it's true. And the pairing of Clarice and Lector makes for much more intriguing scenes. I was never a fan of Duvall - I thought they were trying to capture the Twiggy vibe with her and it just never worked for me. But, Jack was supposed to be his hammiest "best"
I think fans of traditional horror films, particularly the classics, are more likely to enjoy/recognize The Shining as the better film, while fans of more conventional movies will like Silence. After all, Silence did win the "Big 5" awards at the Oscars. That's rarefied company.

This.
The Shining is more than a film, so it gets my vote.
Silence of the Lambs is just a film. A great film with some exceptional technical pieces, but The Shining elevates horror significantly, and for that it's the better film. I'll take inventiveness over near-perfect simple execution.

The Shining was a creeping psychological thriller
I never felt any sense of dread during The Shining, and that's a major part of its fail. The middle of 2001 was Kubrick's real horror movie or creeping psychological thriller if you prefer.

I don't know about that. Silence literally began with a young girl going to visit a monster in a dungeon, with the good wizard (Crawford) and the bad wizard (Chilton) giving their respective warnings, and the monstrous happenings never let up. The cop aspect of it was incidental. They could've been vampire killers in another movie.

For my limited perspective:
Better first watch: Shining
Better rewatch (repeated): Silence
Better technical film: Shining
Better characters and plot: Silence
I think Lecter is such a more captivating character, and I find myself rewatching Silence to just enjoy those scenes. But him being caged and tranny Bill going after fat women never really reached a horror film for me. It's more of a suspense film with a magnetic character.
Shining is one of the top horror movies. And each time I actually make myself watch it, I develop a greater appreciation for all of the nuances. But it really is a chore to watch it.
I agree with one of the previous poster's comments. Each film caters to a different audience. And since it comes down to personal preference, there really isn't a wrong answer. With that said, I prefer Silence.

The Shining was a bastardzation of a brilliant book so I go with Silence.
