He was either talking about the Supreme Courts' ruling that the former Confederate state didn't need further supervision by the federal gov't or the Voter ID phenomenon.
Either way, hes ignorant as frick. They decided to stop overseeing the former confederate states because polling indicated a ridiculous number of negatives from black people being asked if they were discouraged or intimidated to not vote.
And I'm pretty sure before the voter ID craze started before the Supreme Court "gutted" (as dipshits like to say) the Voters Right Act
