Charles casserly. The man they hired to build the texans. First pick was David carr. Only problem was he had no o line. Which ruined carr. Should have done like the cowboys and hired a Bob Lilly type to anchor the defense. He set the texans back several years.

Al Davis ran the Raiders for over 40 years, won three Super Bowls and is in the Hall of Fame. As AFL commissioner, the NFL exists as it does because of him. His name belongs nowhere near a worst GM in history discussion.
