Like everyone is saying, Moon definitely takes the top spot in this category.
If Vick hadn't had his career interrupted for being a TPOS sadist, I think he'd have an argument. Dude had all the physical tools and an uncanny knack for improvisation.

As talented as SCam is as a football player, he aint a better QB than Warren Moon, Moon threw LASERS, beautiful TIGHT SPIRALS just so dominating as a passer, his 527 yard passing game against the Chiefs in Arrowhead in the cold when the Chiefs possessed arguably the best CB tandem in the league with Albert Lewis and Kevin Ross and arguably the league's best pass rusher in DT is arguably the greatest passing performance in the history of the sport (didn't break the record, nevertheless it was simply magnificent)

To being blackballed basically by the NFL.
There was an article in SI in the early 80's - some GM or something that basically said, black QBs weren't smart enough to play the position at the NFL level.
So he goes to Canada, sets all these records and then the idiots in the NFL come calling...hey sorry about, you wanna sign a contract?
Warren Moon was one of the perfect pocket passers to ever play the game.
Cam is not...not even close.
