Why do all the insurance company commercials feature the Rockets and Packers players?

The NBA markets individual players and Paul is president of the players association, so he got the dig first with Clippers and continued when he was traded to Rockets. State Farm is more of a deal with the NBA versus Chris Paul. Once Paul loses his luster the NBA will give that endorsement deal to someone else, such as Zion.

Last I heard the NFL doesn't market certain players because they are all about the shield, but maybe their business model has changed.

Dude you are way off.

These endorsements are completely separate from the league and team. Tons of NFL players have endorsements.

This is the players agent doing work for them getting these.

Both fan bases have experienced surprising disappointing disaster frequently enough that they are low hanging fruit to get to pony up for additional/overinsuring premiums.
