They changed their position on bowl games late that season after LSU and the Cotton Bowl had an understanding but before bowl invitations could be issued. If ND had said they would consider going to bowl games before season started or even midway through the season LSU wouldn't have got snubbed.

Because their losses are to #4 Miami and #10 aTm while they were ranked high to start.

Same reason if they win out they are in the playoffs because those would be their only losses.
