I will answer this by simply ranking the average or each team's "winning" stats.
Spurs - 4.8
76ers - 5.2
Bulls - 6.8
Pistons - 8.6

It's pretty clearly The Bulls
You have the Russell Celtics winning all those championships, with the West-Baylor Lakers as also-rans
Then there are the great Bird-Magic teams battling it out
And then you have MJ making the NBA a marketing colossus around the world

But the flip side of that argument is what did they accomplish with all those names. With the averages of each all time ranking, I didn't weight any one category as more important than the other. But most people would probably agree that championships are more important, over all, than total wins.
Sure the 76ers have the 3rd most all time wins and some of the greats of the game played there, but the Bulls have won twice as many titles.

I vote Spurs. They won their first championship in 1999, their latest one in 2014. That's a culture of excellence. Bulls ran off all of theirs in one shot, which of course is amazing but it doesn't speak to the franchise's ability to put it back together once MJ left.

Bulls didn't even have a well run franchise at the time they were winning titles. Reinsdorf and Krause were jokes throughout those years. To give the nod to Chicago is basically just giving the nod to Jordan, Jackson, and Pippen.

This is how I feel as well. They've done it with Duncan as a young star and as an aging vet who plays more of a complimentary role. It's probably me being biased favoring the Bulls and Spurs because I'm younger and started watching the NBA around when MJ came back from baseball, but whatever. The Spurs, as much I hate them, have been the model for how to run a franchise in the NBA and arguably all of pro sports for a large period of my life

I would support the argument that the Bulls and Spurs are neck and neck. And I know the question is about history, but 5 years from now the next 3 years will be history. Which team is most likely to add to their legacy over the next 3 seasons? Seems like the answer is pretty obvious.

Yep. Spurs have done it across 3 decades.
But my Bulls are about to make a run of championships led by McBuckets to close the gap.

Warriors, tie for #3 due to Philadelphia early successes Joe Fulks, Wilt, Dr J and SF Bay
Chicago, tie for #3 due to MJ with props to great team that lost in 7 games, including two OT losses to LA with Wilt, Jerry West and some other solid hall of famer. That Bulls team had Sloan and Chet Walker. West stole the ball in the open court from Norm Van Lier to bring LA back in game 7 to lead by 1 and Wilt blocked the next Chicago shot by Norm Van Lier in the lane with the game on the line.

What about the Knicks? They have over 2600 wins and 8 conference titles, plus 2 championships.. as much of a case as the Bulls and Pistons..

I would say Bulls. They are a marque franchise still because of Jordan and in the third largest market. The spurs are fourth and there's no shame in that. The Bulls in the 90s were the biggest thing in the NBA.
