Knicks and Celtics fans are far and away number 1.
Spurs fans have become complacent lately.

Portland, San Antonio, OKC and Golden State.
Can't believe no one has mentioned the Warriors. Their fans consistently pack the Oracle out and support the hell out of that team.
Older staple franchises such as the Celtics, Knicks, Bulls, and Lakers have some in incredibly loyal fans as well.

People are right about the Spurs fan base being 'untested'. Unfortunately, Pop will retire someday. I do remember the day when fans wondered if he was the guy to get San Antonio over the hump, haha!
Even though they have favored the Spurs in recent years, I wouldn't put much stock into an espn magazine rating system.
I really feel for places like Milwaukee, Minnesota, even Cleveland, where the potential is there, but management and talent just isn't at a point where fans can be amped up all the time.

Even without Pop, the San Antonio model is so strong that I think they'll still be relevant.
OKC is employing a very similar strategy to what the Spurs use and are winning despite a mediocre coach in Scott Brooks.

No. Stay under the luxury tax, bring in a steady stable of foreign players who have high ceilings, all while maintaining an elite team consistently.

I think the Spurs model can continue to be successful when Pop retires. They have had several coaches hired away for other head gigs. Pop's coaching tree is quite large. It also helps to have a good GM.
I think it's amazing that the Spurs and Thunder continue to thrive in a league where players' egos drive them coastal cities.

Even more awesome is that the top 3 teams in the West (OKC, San Antonio, and Portland) and the top team in the East (Indiana) are all small markets.

This is part of the reason I wouldn't include Spurs fans on this list, because they haven't faced any adversity in 25 years. Pistons had the best attendance in the NBA from 2003-2009 (except 2007, when they were #2 and sold-out every game)...now The Palace is a morgue. Pretty telling.

Well, you can't exclude the Spurs based on what you don't know. Time will tell how the fanbase reacts to a team that doesn't win 50 games...something they've done every year since the '99 lockout.
