The OP was obviously talking about in the actual city, not metro area.

Then the answer might be Chicago. Depaul, U of Chicago and UIC do not have football, Northwestern is in Evanston.

Fun fact, in terms of land area, Jacksonville is the largest city in america. not counting a couple cities from alaska that claim 7,000 sq miles of city property.

River Forest, IL

That's like saying that SMU isn't in Dallas...

SMU is in Dallas, were it in Richardson then that wouldn't count, unless we can get a clarification on the criteria. Does metro area count? If so how far out is considered metro area? If we are counting DIII, I'm guessing it will be hard to find a city over 50,000 with out a CFB team.

I don't think the Hop plays football. Uninteristing true fact: the Hopkins basketball coach is my mom's neighbor (well, he's since retired). Towson isn't in Baltimore (saying Towson is Baltimore is like saying Metarie is New Orleans), so that doesn't count. Separate school.

I'd go with Coppin as the biggest football program in Baltimore. They're FCS.

All that said, I think that Chicago would be the answer to the question.
