I can assure you that a 4 handicap would be happy with a 72, but would be pretty upset with the fact that he made 0 putts after hitting EVERY fairway and EVERY green.

I think the point being made is that if you have that many looks at birdie and don't make any of them, you're not going to be thrilled.
