I agree with this, and I don't think it is outwardly stated,that's too risky. I think it's just understood, like the year it was Mahomes and Brady in the Superbowl, it doesn't take a genius to know that's the game that was best for the NFL, so the refs that play ball and make sure it happens, they get promoted.
