I don't think it's borderline.
Watt's back was to his goal line (further upfield than the defender). That's the definition. It's illegal. I get that a lot of fans don't want it to be illegal.
The other part of the play is that you can't even touch a QB unless he takes an active act to try and be a defender. In this case, it's pretty obvious Burrow does do that. If he hadn't, that would also be a penalty.

Looks fair to me.

Looks clean, but the video does not show where the ball was. Only mention this because a twitter response talked about Heyward not doing anything because the play was over; even though Joe was hustling.
The other question would be in regards to the latest blindside blocking rules, and coming back from the endzone. I don't know the rule that well, but it looks like it could be deemed illegal depending on the interpretation. *I hate these rules, but they are the rules the players have to abide by

There are penalties every week for illegal plays that aren't dirty. For a blindside block I think this one is pretty tame.

If you throw an INT and you're chasing the play, you lose "QB privileges."
