Not everything has an intent element.

Grounding your club in a hazard is a black and white rule. You either committed the infraction or you did not.

Again this is where the HD TV rule can be of a great asset. But if its me and you playing and I am in the hazard and I go play the shot and I come out and say that I grounded my club (although I actually did not) I am penalized.

no hd involved here. if you 100% do not ground your club but you intended to, i do not think there is a penalty.

If you willing say that you cheated although you did not actually cheat, OF COURSE YOU GET PENALIZED FOR IT

I think Tiger was being tongue in cheek when he said he moved back 2 feet. Seriously. Even pros aren't that precise on their shots.

And also, how many pros try to drop into their divot in situations like this? If they are not, then they are all cheaters. For people that practice drops to be able to pinpoint where they are going to land, I think they all aim for just merely close to the original spot.

theres the comment.
He used the first shot to judge distance much like a player would watch the person whos out to judge a green. He was gonna put it higher than he wanted to if he missed the pin so he intentionally went back to gain an advantage. No laughing no joking all serious about why he decided to go back to his original lie instead of the drop area.
