It was obvious. He hit the flag on the shot that went in the water, so he took it a yard further back so he could groove the same swing and put it close, which he did.
I don’t think he deliberately cheated because he probably didn’t know the intricacy of the rule, but he did deliberately take an illegal drop.
That said, he still doesn’t cheat on the course. That’s just the only potential issue I can remember.
