Previous rounds have nothing to do with it.
The only reason I can think of is that they want TV ratings from a "come from the second to last group" Tiger victory, and can use the morning 3rd round finish as an excuse.
If Tiger was first in, there is no reason he shouldn't be last out.

Player who teed off first in the group on 1 will be in better pairing if pairing ties.

They must only do this for the Players. Any other Tour event, it's first in, last out.
