The qb's forward momentum stopped the moment he caught the snap. Why not mark it there?

The problem is they only seem to enforce forward progress that strictly when it's at the goalie for a safety like that.

I forgot about the qb exception. It was a horse collar but it's not a penalty if the qb is in the pocket.
