No they aren't. They are capped out.
Only move they can make is to trade away CJ or Dame.
Their supporting cast isn't very good and none of them are on cheap deals.

There's some bad GMs out there, but that offseason was HORRIBLE. Far worse than Dell and his Solo contract. It would still be worse than hill+asik+ajinca all in one offseason.
Evan Turner: 4/70m
Moe Harkless: 4/42m
Meyers Leonard: 4/41m

I'd say Solo's is worse because it is 6m more and Harkless could hit 3s more consistently.
On the court, they're both not worth the money.
Last year when both were healthy:
Harkless +6.4 on/off
Hill +6.3 on/off
So they contributed still at least? Other numbers would say they both suck.

No. Leonard's deal might be marginally better than Solo's. shite probably not seeing as he's not even getting minutes in your most important games.
You can survive a bad deal or two if you have good/great deals elsewhere on your roster.
PDX doesn't have that tho.
No GM in the A would take a Dame + Leonard deal over an AD + Solo deal.
