Yes, if they are generational talents at that position.
The NFL HOF has a small number of specialists inducted, mainly limited to punter Ray Guy and placekicker Morten Andersen IIRC.
Guy is considered the best punter in history. Andersen was so good for so long that he has the record for length of career and points scored IIRC.
By those standards, Hester should get in as a returner. But he's behind the eight ball because of how the NFL HOF is structured with a certain number of inductees each year and it being tilted toward glory positions (QB, RB, etc.) over everyone else.
Should Hester get in before Eli Manning? Unquestionably yes, IMHO. But it won't happen because Eli won two Super Bowls for a blueblood franchise in a major media marketplace.
From an NBA perspective? No, but that's kind of irrelevant because the basketball HOF covers all levels and not just the pros.

Only if you are the VERY best. But when someone comes long better, they take your place and no longer in HOF.

I don't think Hester will get in.
Hester is tied for 70th in kick return average at 24.9 He doesn't rank in the top eight for kick return touchdowns. He only had five. Cordarrelle Patterson is the active leader with 8.

I’m not arguing for Hester in the HOF here but why would you exclude his 14 Punt return TDs

Yea. When I hear "specialist" in baseball, I think of some spare lefty in the bullpen brought in to throw to a LH batter in the 8th inning.
