Peyton was robbed of a Heisman so yeah he would be the answer in the literal sense, I think most of us recognize the Big Ten propaganda machine was mobilized against him.
Tua has to be up there as well. He’s the FBS career leader in Passing Efficiency and YPA. Played in 2 NCG and won one. Likely would have played in 3 straight if he stayed healthy in 2019. He should have won the Heisman in 2018 over Murray and if they had voted for it after the post season he likely would have.
Also want to mention Case Keenum since he had over 19k yards passing in his career. Only one guy is within 2k yards of him and that guy played 5 full seasons and part of a 6th.
