1) The incident did not happen on campus and the victim was not a San Diego State student
2) The person who reported it to the university was not present at the party.
3) The San Diego police department asked the university not to investigate while their criminal investigation was on going.
4) Last school year the university still didn't know the identity of the alleged victim.
