The Pelicans are definitely one of the two

Six franchises — the Charlotte Hornets, Denver Nuggets, LA Clippers, Memphis Grizzlies, Minnesota Timberwolves and New Orleans Pelicans — have never reached The Finals.

Grizzlies played the Spurs in the conference finals in 2012

The Timberwolves made the conference finals in the early 2000’s where they lost to the Lakers

Yes, the historic 17 year old franchise New Orleans Pelicans have still not made a conf finals.
Hopefully we can get there in about 50 years like the Clippers just did.
