Thing is the ref was in great position about 7 feet away staring directly at the foot. You can see him on replay staring it down. Don't see enough evidence to overturn.

Not only that, but as the play happened you could see he also looked at the ref on the other side of the play before signalling TD.

Ehh it's not the NFL, the production and cameras are significantly less for college football games and bowl games. Outback being a nyd bowl game has better production than say the independence bowl, but it's still not that great.
I used to work the independence bowl from time to time.
