That is the dumbest rule I've ever heard. So what if he meant to throw it forward. No quarterback ever means to throw an interception either. That doesn't mean it doesn't count when they do.

That opens up a whole can of worms. Many backwards passes that end up being fumbles/turnovers are made when QBs meant to throw it forward but are a little too off with their throws.
A backwards pass is a backwards pass. Or at least it should be.
