Legally it has nothing to do with the tracks and everything to do with who is putting on the event.
If you rent a venue you can ban pretty much whatever you want.

As a southerner you’re either reconstructed or unreconstructed. I was definitely raised to be an unreconstructed southerner and my dad and three uncles were all KA’s in college so there were numerous pictures of Robert E Lee all over mine & their homes. I’m definitely a reconstructed southerner now though. I’m ok with a total purge of confederate symbols. No matter how we feel or how noble our intentions are, those symbols are perceived as hostile to some Americans.
