I don't know who said that, but it's not in the rule book. it might be the interpretation of a lawyer that the NCAA has hired (or some other douchebag), but it's not written anywhere. BTW, here is the rule book. if you use the Ctrl-F feature, LMK what page that quote is from, and if you find it anywhere, i'll gladly retract all my statements and say that I've been wrong. but as of the 2023 season, no such rule exists or existed

NCAA rule book

meanwhile, here's the relevant part about scouting. nowhere it does it prohibit use or hiring of 3rd party vendors for scouting purposes

If that's the case, then how can programs scout opponents and prepare for the upcoming games?

The reason for the rule is to level the playing field between rich schools and poor schools.

With that in mind, it’s pretty hard to justify paying 3rd parties to attend games under the spirit of the rule.

Beyond that the way Michigan went about was clear that they knew it was below board. Unless you buy stallions and his family were bank rolling this, which is laughable.

This rule only addresses recruiting, read the entire rule and you'll get the context

As has been discussed previously on this platform, Connor Stalions (US Marine) is not your average dude when it comes to really anything, I mean the dude went to the Naval Academy and wrote a 600-page manifesto about coaching at Michigan

If you're using "the entire rule and context", then the words "off campus, in person scouting is prohibited" seem pretty crystal clear that it's not allowed in any fashion even if contracted to a 3rd party.

But, you do you.

that rule (13.4.3.3) has nothing to do with advanced scouting

Why are you interpreting that you can use 3rd parties to scout for you let alone using video recording equipment?

The rule says it's prohibited in all forms.

buddy, it's time to accept reality. OSU lost 3 straight times. no rules were broken, per NCAA bylaws.

So the level 1 NOAs that were leaked aren't real?

why are you mixing 11.6 and 13.4.3 to your own liking? they are two separate rules on two separate places in the rulebook

So there will not be any notice of level 1 violations sent regarding the sign stealing scandal. That's your position?

The rule says "off campus, in-person scouting of future opponents is prohibited."

It then provides two exceptions which clearly don't apply here.

Why do you think contracting this out to a 3rd party is within the rules? Let alone with the use of electronic equipment?

The rule is clear, and Stallions and all those directly or indirectly involved violated them.

my position is that I don't give a sh*t what the NCAA does or says at this point. harbaugh has been known to fight for players to have a bigger share of the pie, and the NCAA doesn't like giving up money. that's undeniable.

what UM did wasn't against the rules, regardless of whether some fans felt if it was against the "spirit" of the rules. tough luck

the head of the NCAA already made a definitive statement regarding this whole situation in January.

because if it wasn't within the rules, then it should have been CLEARLY stated as such

not hard to comprehend

It does. It says it's prohibited. The rule literally says that.
