I quoted the handbook above, but I'll say this - the fact that domestic violence is included in the "Sexual Misconduct" policy is just asking for people to ignore it unintentionally. It makes no sense.
That being said, the policy clearly states domestic violence is considered sexual misconduct. Urban is likely in trouble.

Reasonable cause to know is a relatively somewhat high burden.
You'd need more evidence than the ex-wife saying Urban should have known.
Shelley would have to flip on Urban or text messages from Shelley to Urban would have to be found.

I haven't been able to keep up with the thread, so apologies if this has been answered.
It Ohio State policy related to Title IX. The Trump admin just released new guidelines on Title IX but I don't know how that would affect things retroactively.

The fact that it's hearsay is irrelevant. If your wife hears from the alleged victim, and your wife tells you, that's certainly enough for someone to "reasonably believe that sexual misconduct may have occurred."
There are multiple examples of people being reprimanded or even fired when they DID report Title IX violations but didn't follow up enough or didn't do it quick enough. Not reporting it altogether would be difficult to survive for Urban.

Apparently other staff members' wives knew that Urban knew. I'm sure if they deposed everyone, Urban better hope they all have their stories straight.
All it took was Urban doing the bare minimum and reporting it....even if it was already under investigation.

Shelley could be in trouble herself depending on her relationship to OSU. I don't know enough about her career to say one way or the other.

NOBODY will believe that a wife would neglect to tell their husband that a woman she texts with regularly is getting beaten by his employee.
