guess im wrong. i saw a guy from the HOF give an interview saying they decided. i must be mistaken though.

Actually, the player gets to decide, with approval of hall.

Larussa had a spiel about White Sox/A's/Cardinals so he chose No Logo

I thought I remembered something about this. What's the reasoning behind this? Why would the HOF ever go against them?

Like i said, Players get to choose, as long as Hall approves. You can call it the Boggs rule.
