i am not sure anyone would wd in this situation. rules committee pulls you in for a meeting. you truthfully explain what happened. committee tells you there is a violation and you will be penalized 2 shots. committee also tells you that by a new and subjective rule, they can waive the DQ and have done that in this case. why would you wd?

the rule change had nothing to do with tiger's infraction, they happen to use it to save tiger's arse. that is all.

It gives the final decision to the rules committee. It does have to do with Tiger signing an incorrect card.

they changed their mind because tiger admitted that he moved back to gain a competitive advantage. Immediate DQ should have happened. Period.
