It's clear he was tongue tied and what he said was:
"I want to wish all the NBA cha.. fans in China a Happy New Year".
He was combining the words "China" and "fans" and it was going to come out as "chans", but he stopped halfway through the word "chans" and it came out as "cha" and quickly changed it to what he was trying to say - "fans".

That’s what I saw.
I do wonder why they wouldn’t do another take, but maybe in person it didn’t sound the same way that we’re hearing it?

Can we see the actual released footage? The video we get to see has music playing over his really quiet audio. I have a feeling he didn't say chink since the video is edited and makes it hard for us to hear him.
