Talkative, a little rude and abrasive. Every old seaport town is like that (old Boston, NYC, etc). There was no time for pleasantries on the ship, and they kept that mindset on land.
I don't mind Ott as much as some people do, but when he's in a certain mood and keeps interrupting Hannie I change the station.

The story on the Little Otter's gambling? I used to listen to him daily during the mid-'90s when he used to shill Royal Purple on air. Never remembered any gambling allegations at the time.
