Is Charlie Woods black?

Consider the following:
Father, Tiger Woods, is half black, half Asian.
Mother, Elin Nordegren, is full Swedish Caucasian.
Therefore Charlie is 50% white, 25% black and 25% Asian. I think most people consider people with one black and one white parent as white but what about 25%?
At what point is a person considered black, or any other race? And who makes that determination- the media or the person themselves or society? If someone is 10% black are they allowed to tell people they're black? What about 40
%?
I make no judgment one way or another; I just find the topic interesting.
