Assuming the ball goes over returners head and bounces on the 4 is touched by a member of the punt team on the 2 and then bounces off the punt teams thigh and into endzone.

Is the ball dead on the two at point of contact with a punting team member after the ball has first bounced on ground?

Or is it a touch back?

I think NCAA is where it is touched. NFL is where it is stopped.

But I might be confusing the rules for touchbacks on punts because I know NFL and NCAA are different but I forget how.

When it becomes dead is the same as the NFL and HS. What changes is how you can save a ball from going in the endzone.

In NCAA once the ball crosses the goal line its a touchback. In the NFL its a touchback when the ball touches in the endzone or the player touching the ball has a body part in the enzone

No, the player can't be in the endzone and touch the ball in NCAA or NFL. The only difference is in the NCAA once it crosses the plane of the goal line, its a touchback. In the NFL the players can tip the ball back as long as nothing touches the endzone.

So if it is not at the first point that the punting team touches the ball what is prevents the punting team from "bobbling or having difficulty controlling" a ball they first touched on the 20 all the way back to the 1 before they have "stopped the ball from traveling to the endzone"?

And what stops the return team from "unintentionally" knocking a ball touched but not stopped by the punt team out of the endzone forcing a touchback?

It's downed wherever the ball is controlled. That's why this...

...has the ref spotting the ball at the 3.

You should know that, silly.

If the punting team touches, but doesn't control it, the punt return team could then pick it up and return it without anything bad happening.

For ex:
1. Punt team touches the ball at the 17 yard line and it continues to roll. No matter what happens beyond this point, the ball will be spotted at the 17 at worst.
2. The returner could pick it up before it is fully controlled. The ball will be spotted wherever he advances it for positive yardage. If he returns negative yardage, the ball is spotted at the 17 where it was originally touched. If he returns it for positive yardage (>17 YL), it is spotted where the return ends. If he returns it for a score, it's a TD. If he fumbles it and the opposing team recovers, it is still placed at the 17 and it's the return teams ball.

I don't think that's right. If it just bounced off the punt team guy's leg and into the endzone... It would be a touchback. If it bounced off the guy's leg on the 17 and went OOB at the 15 - It would be spotted at the 15.

ETA:

Correct me if I'm wrong.

So iI could just knock the ball all the way to the one yard line and just down it there?

No.
