But may be for not if they don’t actually race. He won’t be able to move up 10 spots to get a point if they do a few laps under caution.

They’re saying the three hour window started at the original start time and then they didn’t go lights out, so how can you say the race is started?

They started the 2019 German Grand Prix in similar conditions. They used to do safety car starts. Run 5 or 6 laps behind the safety car to clear the water, then start.
