I believe they are wayyy outnumbered/don't care enough. I went to just a monster truck show up there and there must have been 40-50 fights during the show, 10+ streakers, and a fight with about 50 people right outside the stadium after the show. We saw maybe 5 cops the entire night.

The crowd isn't looking to hurt anybody. They will get bored after a while and go home. No reason for the cops to do something to make the situation worse.
